Installing Photoshop CC on a low-powered PC.

Hi guys,
Well, here's the thing, I have an old HP Mini 110-3715TU netbook, which was legally upgraded to Windows 8.1 Media Center. Should I install Photoshop to make it a PC for studies? Schools here at my place want projects that uses PCs.
