i7 4790k Advertised at 4Ghz Only Getting 1.2Ghz

So I have had this computer for a while and I have only started to realise the CPU Speed is 1.2Ghz I have i7 4790k is there something wrong with the CPU do I need some specific drivers to increase CPU speeds?

If you run CPUID, what does it show? CPU-Z | Softwares | CPUID Is this a Laptop or Desktop? Did you make the computer yourself, or is it one you purchased from say HP, Dell, etc.?

It's a desktop which is custom built however I did not build it myself.

Still need you to download the software I linked to and post the results that it pulls. Also check the Bios to make sure it sees the proper information on the CPU. If you got the unit from someone local, I would just take it back to them and have them fix the problem. Do not give them any money, since they should have made sure that it worked properly before handing it over to you.

You are only at 2% load, you have to load it much higher with something like video conversion or anything CPU intensive then check the speed.

These CPUs automatically throttle, they don't stay at max speed all the time.

Also use a program called HWMonitor to check your CPU temps. There is a chance that your CPU may be throttling due to overheating. If it isnt getting above 80C it shouldn't throttle to those speeds.
