How do I make keyboard symbols with no num lock key?

Hello!
I want to make keyboard symbols, specifically the Spanish inverted exclamation point and other special characters. Everything I have found online says I need to make sure that num lock is on and then use the proper ALT function. However, I am on a laptop with no number pad and no num lock key. I can't figure out how to make these special characters.

I don't have a laptop handy but I think you should have one on it ,using the FN key and one of the top row of key that has num lock\or symbol that looks like a number pad , .I just found a laptop keyboard in my box of parts ,and the symbol is on the f11 key on it

You can get a USB Keypad, or Blue-Tooth Keypad for the number pad.
