If you look above, it is the x64 folder to install the Synaptics driver from - because you are running the 64 bit version of Windows 8.1:

I am by no means an expert in boot times of Windows 8, because I do not own any UEFI hardware and I myself do not even run Windows 8 (I have used it some though.) I can suggest though, to make sure the UEFI/BIOS is set to Optimized Defaults then save.
I would remove this startup item or disable it using Task Manager tab for it:

Cyberlink software is older, on the machine - probably not - but it may be of some negative affect.
