Handwriting Recognition - German Language Pack

Hi,
I have Windows 8 Pro (English, 64-Bit) installed on my hp tm2 and have now the Problem that the handwriting recognition does only work with the English Input Panel, the German one is greyed out, even though I added the language pack.
How can I enable/add the German handwriting recognition as well?

In German installation of RTM the German handwriting recognition is available and working.
