But you say you can get run programs? And your Drive manager looks OK, the drives are mounted. The Shell is messed up, Probably Shell.dll and Shell32.dll
Was this an upgrade from Windows 8 to 8.1? There must have been some corruption that was transferred over in the upgrade, this is why I never upgrade from one OS to another, very rarely. Shawn's right, you'll have to do an In-Place Install- This is one thing DISM is not fixing. So, you can dock me a rep point, I was wrong.
But did you click right on that arrow? The arrow is pointing directly toward the right, it needs to be pointing down. Just click on it, right on the icon, in the middle of the image.
