All of a sudden I have this desktop.ini icon on my desktop when it had not been there before. When I delete it, as soon as it is deleted it reappears on my desktop. Seems unusual to me. Any thoughts?
This is an annoying problem that I've only found with Windows 8 no other operating system does this. I have show hidden files and folders and protected operating system files as I've done on other OS's.
There are a few video's on YouTube that delete the desktop.ini and the fixes it but it doesn't the next time you restart its back.
In XP, folders didn't automatically get desktop.ini files when you customised them (i.e. set a template).
They'd appear once you exceeded the Registry's folder customisation limit (or at least that's how it worked on my previous XP installation).
I haven't set any templates in my current XP installation.

answer #2 is the best way not to see these, but I have to have my Hidden folders visible. I simply delete the INI files.
They show up when you create a new Desktop Shortcut. IN any initial XP/Vista/7 and 8 install, there will be two of these files on the desktop. I just keep on deleting em. Eventually they stop showing up as long as you don't make any new desktop shortcuts.

Recently lost my Windows 8 on my main PC, had to go back to Windows 7.
I am running Windows 8.1 and had the same problem suddenly appear for no apparent reason. Unlike answer two, I had to uncheck the box to hide the desktop ini icon. I used the following sequence:
1. Open File Explorer
2. Click on "View"
3. Un-check "hidden items"
When I returned to my desktop, I found that the problem had been resolved.
