Desktop Icons and Start Icons Delay at Startup

My problem is simply this, when i boot my pc into windows the boot takes maybe 3 seconds to desktop, but the icons on the desktop do not appear for another 10 seconds. The same can be said for the icons in the start menu. The biggest problem is that even if i run the icon such as firefox, before the icon has fully loaded, the program will not run. No programs will run until 13 seconds after boot once the icons have loaded.

Have a SSD or a HDD, if a hard disk run a defrag. or when was last time you did.

Use disk cleanup or download CCleaner which is good CCleaner - PC Optimization and Cleaning - Free Download

Check Anti-Virus settings, how it loads during boot or not, AV take time to load.
Run a full system scan.

Check startup items from task manager, in startup tab if use CCLEANER there is one on it too. I would rather use task manager.

Run error checking, can run it in properties of the drive or run a full chkdsk which is better.

From the elevated command prompt, type chkdsk c: /f /r
then again at elevated command prompt run: sfc /scannow

Could also use ccleaner, check box in windows application and run it.
 
I found the solution to a very similar problem. My laptop possesses an SSD that loads Windows 8.1 in about 7 seconds, but the desktop icons took more than 15 seconds to load. Sometimes, the Explorer.exe hanged and rebooted, with fewer icons loaded than usual on the taskbar tray. For me, it turns out that a service known as ``officeservice'' is slowing the system down. I recently uninstalled Microsoft Office and the desktop now loads properly.
 
I personally think that 13 seconds from off to full boot is actually acceptable, maybe even kind of fast.
