Can't synchronize clock and can't programicaly change it

When I try synchronize my clock with time.windows.com (or other, for example time.nist.gov ,,,) is error: "can't change element". I want also write program to synchronize clock with atomic clock, but If I call SetLocalTime, no changes.

It is two or the same problem? Problem with privileges?
