(This is for stuff ON the computer you want to stream - there's zillions of ways for Internet streaming - that's another issue).
Try this
What we are going to do is use a smart phone to provide the link between your computer and your X-box /TV. The smartphone already has the components in it - a Wifi card and a decent enough graphics chip for HDMI output (1080p) or at the very least 720p which is still decently viewable.
The trick is to browse the remote computers file system with the file browser on the phone, start playing the movie / video and "Mirror" the screen wirelessly to your TV / XBOX.
so before you start :
Download ES-FILEBROWSER and any movie playing software for your phone -- VLC / MX video player are two free good one's. Android versions from Google play store.
(Apple iPhone users - same idea might be possible - you'll need similar apps from the apple store and an Apple wireless gizmo for screen mirroring).
I'm using a Samsung S4 - but Samsung S3 and tablets work too.
1) Rip the blue Ray to an .iso on HDD with slySoft's AnyDVD
SlySoft AnyDVD HD - it de-regionalises and De-drm's it so it's playable from HDD on the computer. (Mods -- hope this isn't against rule 4 -- software is LEGALLY purchasable and user wants to play his video NOT PIRATE IT. !). By ripping to an ISO on HDD you've also got a good archive of your physical DVD too.
2) Mount the ISO -- Windows 8 / 8.1 now has built in DVD mounter. Just douyble click on the ISO in File / Windows explorer.
3) Use Handbrake to convert DVD (the HDD iso one i.e the de drm'ed one) to MP4/AVI/MKV -- your choice -- rip to 1080p HD for blue ray. (Free)
HandBrake: Open Source Video Transcoder
Handbrake will also copy subtitles etc --simply look at the doc.
(For AVI / mp4 / mkv files already on the computer you can skip steps 1,2,3).
5) Set the folders on the computer to SHAREABLE so the remote device can play it.
6) Connect the wireless dongle to an HDMI slot on XBOX / TV.
7) Enable Screen Mirroring on phone -- phone will find Wi-Fi dongle and then connect to it --now you should see your phone's menu on the TV screen.
8) Browse with ES-FILE BROWSER to your folder on the remote computer and simply double click file. (ES-File browser will scan your LAN for remote computers -- just click against the one where you've stored your movie and scroll through directories until you get the movie file you want to stream..
9) double click the file - ES-FILE BROWSER will ask you what do you want to open it with - choose one of your Movie playing apps on the phone.
10) enjoy your Movie now on your TV. !!!! In decent full screen 1080p if your phone and TV video is good enough. 720p BTW is also decently watchable too.
Works a treat -- if you have a Samsung device this is what you need

BTW if you have a Samsung smart TV you might be able to mirror screen to TV directly without the wireless dongle.
