I've tried Yahoo answers, been looking on forums for days, and no one has been ale to fix this. Note: I did have a virus at one point, deleted it, rescanned to make fodamnsho it was gone, and it was. Even scanning again now as i attempt to type this.
So, heres the problem, as i type this, the border around Chrome blips, greyscales, then comes back, the mouse says something is loading, and it interrupts the typing. All of this takes place in any window i have up, only for a split second and CONSTANTLY. This has been going on for a month. Even when gaming, the games minimize to the desktop, thus i cant play them. i seriously have no idea whats going on. It's not the refresh rate since that would still let me do things and just flicker a lot. It's causing a lot of programs to crash because of some random 'loading; taking place. I'm about to lose my mind and wipe the drive and install Ubuntu. System specs below as CaP from Speccy:
