Obviously you aren't able to connect to the internet. But I have one question: How did you post this?
And anyways, there is a possibility that you have a virus causing this. It could be a virus that disrupts internet connection which doesn't allow the user to download a safety scanner like the one below:
Microsoft Safety Scanner - Free Virus Scan with the Microsoft Safety Scanner
But that's just for viruses. If you think it's Malware/Spyware, use the link below:

Use these links if possible.
If you are able to, go to your router and do the following:
1. Look for the cable that powers the router.
2. Unplug it and the routers lights should go off.
3. If there is a refresh button, press and hold for 5 seconds. This may drain excess energy.
4. Wait 1-3 minutes before plugging the cable back in. Wait for all the lights to come back on.
If the above fails, try a drive error scan

ReFS, which does not require an offline

The disk is periodically checked for file system errors,

Automatic Maintenance and you now no longer need to really go and run it. In fact, Windows 8 now even exposes the state of the file-system and disk via the
Action Center or under the

If potential errors are found, you will be informed about it. You can continue to use the computer, while the scan is carried out in the background. If errors are found, you may be prompted via a notification to restart your computer.
If you wish to nevertheless manually run a scan, you can do so. Earlier you had to schedule Disk Error Checking for the

In Windows 8, error checking starts right away, even on the system drive – and it longer needs to be scheduled at start-up. Only if some errors are found, will you have to restart to let Windows 8 fix the errors.
