I cant figure this one out some how over time windows 8.1 will start to slow down for example adobe lightroom takes about 2 seconds to open, i don't know how long but after some time it will take like 20 seconds or more and while loading it just does not look correct like black boxes that take time to get filled in. This not only impacts loading of applications but the application its self becomes very slow. Task manager shows minimal CPU usage same with ram its not all in use. Grabing the window and resizing it looks horrible things flash in and out of place and areas take few seconds to get filled back in.Restarting the system fixes this and i found the restarting explorer.exe instantly brings back the performance but i am getting annoyed doing this every time. explorer.exe uses less then 4% cpu and around 60mb of ram at the time of the performance issues and i don't understand how restarting it brings back performance or how it affects performance in the first place when it does not use much cpu in the first place.
CPU i7 2600k OC to 4.5ghz i did test out just running at stock same problem

does anyone have a idea whats going on i am getting so annoyed i think i will go back to windows 8 or even get/learn to use a MAC i really need this get fixed as i use this PC for work.
