Uninstalled avast, issue disappeared. Reinstalled with just the free version, nothing bad yet. Think some of the pro features might've screwed me over. Regardless, thank-you for your help!

Seemingly out of nowhere this has occurred, date installed has disappeared and by that I mean the dates of installation have all vanished. Any idea on the cause?

Reset router. No settings for HD audio in AMDs control center, it shows up in sound and device manager but its not enabled as the active sound system. Updated network adapter (not sure if I had, done so much updating). Connected via ethernet. Oh and connected through HDMI yes.

Hello, You mean use LatencyMon? I have been. Got a few snapshots of it in my first post to illustrate the problem. I know there's issues with the latency checker but the latency problems it highlights are still perfectly valid and correlate with LatencyMon.

Well the reason I'm saying this is that the correlation seems fairly significant. For example: Each grouping of spikes there is a browser refresh which utilises internet. Now I'm not saying its the modem or router, at least I don't think so, but rather but drivers associated with internet...

Not sure about ruling out internet. Considering when it happens in MPC or itunes the browser, or some other internet related program, is also running and said issue is extremely pronounced when reloading a browser page.
