Try redownloading from the email link.

If you need to download Windows, write down your new product key and enter it here.

Are you running it from a Admin account?

What did you choose on this:

Yes I ran the Windows8-Setup.exe with Run as administrator option and the user has admin authorities & I choose the first option "Windows settings, personal files, and apps."

What anti-virus and firewall are you using?

    All Windows 7 updates installed?
Check in the event logs for any errors during this time.

Your first post says it was a problem when you started downloading the Win8 upgrade.
You just mentioned that you ran Windows8-Setup.exe as admin.

Which stage of the download and install are you on?

Before running this, I uninstalled Microsoft Security Essentials, checked the Windows installation errors by running the command SFC/Scannow from Start, Disabled the start items by using the command MSCONFIG after selecting the Hide All Microsoft Services check box & Disabled All, checked the disk for any errors in start up by using the command chkdsk /r/f in the Command prompt. All these were done as an Administrator. Before running the exe file, I removed all external devices. Still I got the same error.

In the event log, I am not able to find any error or this event when it occurs

I tried to get Microsoft Technical Support. I called them three times and registered a case with case No. 1186683742. Through LogMeIn and from their help website, they logged into my system two times and tried. But it is in vain. No fruitful results. Finally, the technical team member asked me to try to download the upgrade from another computer. For that why I have to call Microsoft Technical Support? Microsoft has to train their technical support team.

Than make the ISO, & burn to DVD.

Try a upgrade install from the DVD:

    or
    Try a clean install.

I am not able to download it. That is the issue. Before downloading itself, it is throwing the error.
