Solved Problems with %temp% access

Hello Guys and Gals,

I am new to the forum as i just found it today and I need some help.
I am running Windows 8.1 Home 64bit and have 4 user accounts.

My problem is one of the accounts wont allow quick access to the temp folder.
So if i press windows key +R and type %temp% I get an error message that says "Your system administrator has blocked this program. For more information, contact your system administrator."

It is only affecting 1 account and I cant seem to fix it.
I changed the account From admin to standard and then restarted and logged in and tried to access and still could not I changed it back to Admin and restarted and tried again and still get the error.
I tried changing UAC to lowest and then back to normal and still cant access %temp%.
I then tried entering regedit and game specific full access to To HKLM to my user and it did nothing and still can't access %Temp%.

Now If I go directly to C:\USERS\name\appdata\temp i can access it that way.
But I find that a pain in the butt so that is why I am asking here.

So does anyone know how I can fix the issue so I can access %temp% using Windows + R?
I do not know when it broke as I dont use it often so it has been many months since I used it.

Thanks for the fast reply to my issue, I really appreciate it.

I opened command prompt but I am unsure of what you mean buy this "type set is temp showing as the correct place?"

It shows on screen I am at "C:\Users\Gren" I did dir/w and I see the temp folder in the list.
I did cd temp which put me in temp folder but is is totally empty according to dir/w info.

Please let me know.

Welcome to the forum. Open a CMD prompt type set is temp showing as the correct place?

You open the cmd prompt and get a black window then in that window type

set

you should get along list of all system vaiables like temp , tmp etc

Hello,

Ok I have done that step and man is there lots of data.

So I see a TEMP=C:\Users\Gren\AppData\Local\Temp
one called TMP=C:\Users\Gren\AppData\Local\Temp

Those seem to be the only ones with Temp listed.

If you goto users accounts for that user then change enviroment variables there are 2 boxs are they saying the same for temp there is a temp in c:\windows\temp

Are you running any anti virus some will stop access to that folder as thats were malware runs from

As for your question yes I am running Virus Protection but nothing that limits access to files.
As i mentioned all my other user accounts work fine.

As for Environment Variables I have some knowledge but not lots.
I am at the variable screen for this user and I see both those items I mentioned
TEMP %USERPROFILE%\AppData\Local\Temp and one called TMP %USERPROFILE%\AppData\Local\Temp

So what do you want me to change there?
Should I delete one of them or what do i need to change.

Also I want to thank you again for the help, I really appreciate it.

When I go to that folder there is a Temp.bat file listed and I can't open it to view it.
It the Temp.bat file normal?

what are the permissions on C:\USERS\name\appdata\temp

Ok not in variables buy on the drive C:\USERS\name\appdata\local\temp I added (local to your path) there are 4 items listed in permissions.

System - Allow all but special
Gren (gren@email.com) -Allow all but special
Administrators (Home-pc-edt1\Administrators) - Allow all but special
Users (Home-pc-edt1\Users) - Allow all but special


And in my last message I added extra info you may not have seen

One last thing as well.

Sorry for 2nd reply but I see 2 of me in Advanced Security Settings for Temp

both say type-allow, Access- Full Control but Inherited from is different.
Inherited from - One say none
and other says inherited from C:\Users\Gren\

Not sure if that is normal

Also those variables were for my user.
The system variables show Temp - C:\Windows\TEMP and TMP- C:\Windows\Temp

hope that makes sense

I just download program and its almost done.
Said there was 22GB and is cleaning it now.
Ok it just scanned again and took another 1.? gb.

Ok it looks like it is done.

No the temp.bat is still there.
Also did you see my last message additions as i was not sure.

Ok i got the temp.bat open it is safe it is for my vpn.

Maybe the vpn changed some stuff and disallows access?
I can send them a message and ask.

I tried what you said and no it does not work.

It opens another command prompt and says "This program is blocked by froup Policy. For more information, contact your system administrator."

It would seem that something is corupt in that profile changing from standard to admin and back can mess things up you could just create a new user if its such a problem

Ok thanks for your help I guess I will create a new user profile, thou I have a couple followup questions.

When I installed some software I only did it for the one user account.
Is there a way when I create a new account to move all the shortcuts and other info into the new account?
For example Adobe Photoshop cs6 is only installed on the one account.

Basically I want to move everything except the screwed up account settting of my current account.

If you copy data to another folder then copy to new user as long as you don't copy system files it should be OK there are tutors on how to do it

Update on issue

Hello,

I am just letting you know the problem is fixed and I did not need to make new profile.

Is seems PureVPN puts a file called temp.bat in user\Local folder so Windows thinks %temp% is the file.
So I simply deleted the file and now I can access the %temp% fine.

I just wanted to let you and other know just in case others have same issue.
