Has anyone looked at open office on Windows 8. Works well on 7.

OpenOffice, and it's (IMHO better) spin, LibreOffice are great applications. For many people, they are wonderful replacements for Microsoft Office. However, there can be formatting issues between the two (open source and MS) products. Depending on your usage, one may be better than the other. If you just need basic word processing, I'd suggest forgoing both MS Office and the OOS alternatives, using Wordpad instead.

I would agree with Coke Robot that going with the web apps route is a good idea. Personally, I like to install as little as possible on my computers. The fact that you can run an office app without installing anything is certainly appealing to me.
