House - Download cCleaner, go into the "Apps" side of the cleanup tool, and tell it to clean your Java. Then clean it, and then you should be able to run it. Let us know if that helps.

Thanks for all the posts guys, but.....
this has just gotten infinitely weirder.

I tried installing my Autodesk Maya in the meantime, and got an error about a missing dll that was clearly not missing.
Pissed off at all these errors, I started trying every permutation of everything I knew about troubleshooting.
As it turns out, my friend's computer, who has a clean installation of Win 8 (that I helped install no less), but Pro instead of Enterprise, works perfectly on all accounts where mine fails.
The Autodesk Installation goes without a hitch, and Eclipse Portable runs just fine.

So currently, I've used her disk to reinstall into Win 8 Pro.
Without any updates at rtm status, Autodesk Installation now works fine.
Eclipse still has the same error unfortunately. Going to do some updating and see if it still fails.

@XweAponX funny, I had the same trouble a year or so ago, the "dot net cleanup tool" worked wonders for me.

Its because my Dot Net was majorly Effed up on the Windows 7 I upgraded.

Well, I'm glad you found a solution to one problem - Java is very particular. Most of the time it works great, sometimes it does not. Not that often, you may have to manually clean out that Cache - It's that directory tree with the numbered entries - Just delete the whole thing, you MAY have a virus in there - That's where Java Viruses hide. Try running ESET NOD32 on it, and also Malware bytes - Check for Rootkits too. I think this may be your problem- Also get rid of Norton, I thought you said you were using that. Thats a very bad program.

It MAY be preventing something from being installed that is required, this has been known to happen with Norton - At least shut off active file protection and try Eclipse again.

Haha wtf. I hate Norton with a passion. And this is a clean installation on a blank ssd. Windows is the only possible culprit here.
I learned long ago it's best to move large files to c: drive and do clean installations every year or so.
PS. fringe is a kickass show

Someone in here was using it - Its BAD.

Try taking Java completely OUT - Use Smart Uninstaller from Yamicsoft Windows 8 Manager, free 15 day trial. There are also some other utilities in there that may help you find the culprit. Put Java back in after yo take it out. Something is not working right...

IS there some kind of Java repair program, or testing program? Also make sure you install Java for All Browsers you have on your machine, if you have more than IE. Does Flash connect to Java in any way?

Haha dude, it's supposed to work standalone. As long as your system can use an exe, it works (theoretically anyways).

The computer I tested it on had no java jre/jdk installed.
This is, again, strictly a Windows issue.

Ok, i thought it may need Java to install.

I put it on my WD Drive, I'll try it on other machines and see what happens.

At this point, I'm almost positive it's my installation of windows that' the error (dk if you can actually replicate the error now)
This fresh install of Win 8 Pro isn't as fresh as I thought. Some settings from my first installation seemed to have crossed over, which leads me to believe other (unwanted) things also crossed over.
I'm going to boot into my hdd again, delete the windows folder, and re-re-install.

Thank you for helping me, but as it turns out...
-yes my first installation was a bad one, accounting for the Maya thing
-my second installation used the System Reserve to carry with it some things from the first installation (I think, not too sure)

To fix that, I disabled my hdd2 slot in bios
Then I used Samsung's included Magic software to wipe the drive, then followed these steps:
Error: "We couldn't create a new partition or locate an existing one. For more information, see the Setup log files." when you try to install Windows 8 (CP) - Microsoft Reduce Customer Effort Center - Site Home - TechNet Blogs
to install windows into a single partition

Things work now, totally burnt out (did push ups to pass the time), good nite and thanks again.
