Windows Game Developers Didn't know about DirectX

Right click on game's .exe than choose "Troubleshoot Compatibility" or "Properties "/ Compatibility tab, where you can choose all kinds of compatibility settings if automatic troubleshooter does not find solution.

I've tried a couple different OS's but I still get the black screen, the troubleshooter says that it is an "Incompatible Program".
