Considering that WCP is not even being called beta, those numbers may represent beta and/or RC branches.

I assume that is the time when the WCP will be made available for download.

Actually it is between 6:00am and 8:00am Pacific Time as the conference is between 3:00pm and 5:00pm in Barcelona, Spain.
