This is an issue that started today. Some windows will automatically scroll when I mouse over them, examples:
I have the latest Windows updates (I just checked).
Early yesterday one of my dual monitors died. I don't think this has anything to do with the issue but just incase. The monitor is still connected to my system but is turned off. If I turn it on for a couple of seconds I can see the contents of the desktop what would be on that monitor then it goes black. I moved everything off of that monitor to the working monitor.
- I use KeePass to store all of my IDs and passwords. When I open the application and mouse over the main section the window will slowly scroll to the left.
- In Xplorer2 (file manager replacement). If I mouse over the left nav pane it will scroll left and right. If I mouse over a pane that displays the contents of a drive/folder it will scroll down until it reaches the bottom.
- In Chrome if I'm filling attempting to select from a dropdown, the list is presented and closed super fast and I cannot select anything from the list.
- Several application (not all), if I right-click on something that produces a list the list is presented and immediately close.
- If I attempt to use SnagIt to capture something from my screen, I get the selection box, I select what I want to capture, the toolbar that I need to click to make the capture is presented but immediately closes.

- I've run a Kaspersky full scan - no problems reported
- I've run a Malwarebytes full scan - no problems reported
- I've run SuperAntiSpyware full scan - no problems reported
- I've rebooted the system several time, this did not help
