I assume you have a 64 Bit based system ???

Right-click start and then select "System"

Not a power issue. New PSU didn't help any.

I've also tried loading 32bit Windows from both DVD and USB and it does the same thing as the 64bit does.

So I just got this working. The other night I tried moving the RAM sticks around and even leaving one out. It didn't like leaving one out the other night and would immediately shut down. Tonight, I took one RAM stick out and left the other in slot 4 and what do you know, it started the install program in UEFI off the USB stick. Hopefully after in installs Windows it will allow me to reinstall the 2nd stick of RAM since that is why I wanted to go with 64bit in the first place.

EDIT- It ended up being a bad stick of RAM

What is weird is it worked with the 32bit legacy Win8.1 installed on the smaller drive. Of course it only could use 4GB of the 8GB. Now I have to figure out how to get G.Skill to replace that stick of RAM.
