If you click the wizard, you will get the 'Use Recommended Settings' selector. That sets a default group of program settings: Office, IE, Java, Reader, Acrobat, etc.
Then look at the details and you will see that not every one of these has all the mitigation strategies selected.
When you right-click on a running process that is not being monitored and enable the configuration, it starts off with most, but not, things selected.
I don't know why all the mitigations are not selected by default - maybe there is something that a lot of programs do that might trip it. I haven't read what each of these mitigation strategies does in detail.
