According to the

The HP Recovery partition (select models only) allows you to perform a minimized image recovery
without the need for recovery discs or a recovery USB flash drive. This type of recovery can only be
used if the hard drive is still working.
To start HP Recovery Manager from the HP Recovery partition:
1. Press f11 while the computer boots.
– or –
Press and hold f11 as you press the power button.
2. Select Troubleshoot from the boot options menu.
3. Select HP Recovery Manager, and follow the on-screen instructions.

I have the same problem with my Dell Inspiron 15R 5521 laptop. I need to reset to factory and keep getting the same message:
There was a problem resetting (or refreshing-I tried both) your pc.

Your best bet is to contact Dell. If they can't help, push them to send you the recovery DVD.
Did you create the recovery DVD set when you first got the computer?

Sorry to say I did not
Contacting Dell is like a small trip to hell, but I will do it.

I usually start with their live chat, then move on the phone if necessary. Chat usually does it though.
