Taskbar thumbnail previews not appearing, tooltip instead

@ rseiler, it's like David said, thumbnails are only for open programs. That all your settings are correct and Intel graphics HD3000 is more than enough for windows Aero, this is indeed odd that thumbnails fail intermittently on your system. The only time I had this was when I experimented with high contrast themes(Didn't like the generic Windows ME look).
