I am running Windows 8 64 bit but the task manager is the Windows 7 task manager. I have refreshed my installation and I have done a check disk. Consequently I cannot access the startup settings.

I obtained windows 8 from Microsoft when they first launched it. When I did a refresh I used the latest download from Microsoft.
I did nothing to customize task manager - that's the point! It's always defaulted to the Windows 7 task manager since installing windows 8.
The reference you gave show how to modify startups using windows 8 task manager which I can't access.

Option One is for Task Manager, but the other 3 options are not. You'll need to scroll down further to see them.
Did you install any tweaking program/utility that may have changed your Task Manager?
Please go ahead and post a screenshot of your Task Manager to see if it may help reveal anything. In addition, see if the tutorial below may help any if it may just not be opened with more details.
Possibly some issue from upgrading from Windows 7. You might see how doing either a reset or clean install of Windows 8 may work instead. Afterwards, you'll be able to add the Media Center Pack again.

I downloaded and used Tweaking.com windows repair and hey-presto I got my windows 8 task manager back.
