The best way is to delete the folder, and then the system will create a new one for you with the correct permissions. This is how to do:
First, restart your computer in safe mode. How to do that depends on what version of Windows you're using, if you don't know how to do, you can google it. Then delete the folder by typing rmdir "C:\system volume information" /s /q
in cmd. If it doesn't work because you don't have the permissions to do that, give yourself the necessary permissions. If you need to do any of this, you probably already know how to do that. Then restart your computer, and the system will create a new system volume information folder with the correct permissions.
