Should I give up at Windows 8?

Contact MSI. This is a hardware problem. Another reason why I go with either Gigabyte or Asus. Never hear good things about MSI anymore.

    Windows 8 VM is install on his own SSD.
Problem is (when CPU is OC'ed) that it is just running with the same multiplier all the time, in my case 43, which makes the CPU running 4,3Ghz also when idle on all 4 cores.
When default speed is set, the CPU clock down 1,6Ghz when idle, and then clock up and down pr core when there are jobs to be done. In windows 7 this also works when the multiplier is set to 43 in BIOS.

That's called Enhanced SpeedStep, and requires that you enable it in the BIOS, and set the maximum processor level. Also, Windows requires that you set the Balanced or Power Savings Power Profiles in Power Settings. If it's set to Performance, then it won't use it. You can create custom profile and set the percentage under the advanced power settings.

Out of the dozen ​PC hardware magazines I read a month, MSI is never mentioned. What does that tell you?

Yes, you're right about the settings, BUT ... as written earlier, the SAME BIOS SETTING is working when I boot into windows 7!! So I guess my setting in BIOS is quite similar to what you are writing. But it won't throttle down when booting into windows 8.

But don't spend more time on this. Next weekend I am going to reformat the SSD with windows 8 and use this SSD as a gamer-drive. I have heard from techsupport at Kaspersky. KIS2013 is NOT working completely under windows 8. My USB 3 performance is way to low in windows 8, and I still think it is so ugly. I have now only ONE tile on Metro, this tile is named "Desktop".
But thank you for your time and efford to make it work for me. I'm just to stupid to handle Windows 8, so I'll stay on the much easier Windows 7, for now at least.

For work EIST as to be enable in the bios, the OS as to support it and it as to be enable in the OS

You have to make sure the Power Management of the CPU as the right setting

It's rather strange. I have EIST and C1 and all the power management modes enabled in BIOS, but I can't get those profile settings to show up.

It does work though, as CPU-z shows the processor clock rate jumping around. I just can't seem to get Windows 8 to give the controls to control it.

I can see powerconfig you show #26, and they looks like yours, but it does not throttle down for the multiplier, but vCore is changing when more/less work is present.
But as written earlier. This is my last day with Windows 8. What a disapointment :-(
Too many basic things that gives troubble or annoyes me, like this speedstep, poor USB 3 performance, ugly looking, only boot to Metro and not desktop, and the only point where it is really better than Win7 is at boot-time. I'll keep my Windows 8 key though as some of my complaint might be solved in the (near?) future.
