My CustomRefresh.wim (which is a clean install of 8.1 + office 2010 and a few little programs only) is 10GB. I can, and have, installed this using a recovery (USB) of 300MB to boot and then find it on a backup drive.
To put everything on DVD would take 3 standard disks (perhaps 2 without Office). On CD 15. Additional bloat will increase this.
There is nothing I can find to indicate it would work anyway. Use a USB - they are cheap. All you need is some way to boot (CD or USB) and then somewhere you have whatever backup you have.
In any case your best bet is an installation ISO if you are eligible.
CD's are also rather unreliable but that is another subject.
