Is Chrome always open at time of the crashes?

Do you have more AV's (Anti-Virus programs) then Avast?

Please remove Tweakbit Driver Updater.

Please remove Intel Rapid Storage Technology applications.1. Uninstall it from Control Panel > Programs and Features.
2. Uninstall the driver from device manager:
- Right click on "my computer" icon and click "manage" on the context menu.
- In the "Computer Management" window that opens:
- Select "Device Manager" in the left pane, It will list all the existing devices.
- Expand "IDE ATA/ATAPI controllers" by clicking on the triangle in front of it.
- Select one Intel device item under it, right click, then uninstall.
- Repeat the process for all Intel items under "IDE ATA/ATAPI controllers"
3. Now restart the computer.
4. Once booted, Windows will auto configure the appropriate native system driver.

But I can no longer interrupt the boot up process with F8 or shift F8 anymore and I literally can't log on to the laptop because it does the error every time it before Windows can load.

Try to get in the BIOS, mostly this is the F2 key (sometimes DEL)
Check BIOSThe first thing causing this error might be your hard drive which needs to be adjusted. For this purpose, just restart your PC and enter the BIOS by pressing F2 repeatedly at the startup. F2 is the default for most operating system; but if it doesn’t work for you then at the POST screen take a closer look to see which key is set to enter BIOS and then reboot again and use the appropriate key to get into BIOS.
After entering the BIOS, you would see a number of options. Every BIOS has different options and layout. All you need is to find the SATA Mode inside BIOS. In my case, I would go to Main > SATA Mode. Press enter while on SATA Mode and select AHCI Mode instead of IDE from the list. Save your configuration by pressing F9 or any key specific to your BIOS and restart your PC.

In your case you might select IDE mode.

In my bios I don't have the ability to change the SATA mode. It's not under the main, security, or boot tabs. Which are the only other tabs that I have besides information and exit. I am sending all of this from my phone btw since I can't use my laptop to send these anymore.

That is normal with most laptops, very limited options in the BIOS.

Try to scan the laptop using a bootable USB, I'm 99% sure you can download somewhere the needed files :)

On some laptops you first need to disable secure boot before you can enable legacy boot options.
To disable secure boot on Acer
Notebooks
  1. Completely shut down your computer.
  2. Power on the system. As soon as the first logo screen appears, immediately press F2 to enter the BIOS.
  3. Use the right arrow key to select Security.
  4. Use the down arrow key to highlight Set Supervisor Password and press Enter.
  5. Create a password and press Enter. Retype the password to confirm and press Enter again.
  6. Use the right arrow key to select Boot.
  7. Press the down arrow key to select Secure Boot and press Enter.
  8. With the arrow key, highlight Disabled and press Enter.
  9. Press the F10 key and select Yes to save the changes and exit the BIOS.
NOTE:: We suggest removing the supervisor password immediately after enabling Secure Boot. If you choose not to remove your supervisor password, make sure you write it down for future use.

But i found on this page that a bios update enabled the bios legacy boot mode choice on a Acer Aspire E1-510P-4459 with Windows 8.1... . Maybe your model also needs a bios update see usb - UEFI Legacy boot hidden - tricks to unlock it? - Super User

As i said before i think it is hardware related but i have no more ideas and can not find anymore traces/problems in your eventviewer and driverslist. But i am not a computer technician and can not test your Laptop c.q hardware.

Did you test your memory for errors.
Run driver verifier again

How old is the laptop can you still RMA it.
Maybe you need to take it to a computer repair shop.

I passed the memtest I ran that a little over a week ago before posting and I'm running driver verifier again. It says that all of them are loaded except for dump_diskdump.sys

Please try booting into safe mode and see if the crashes persist in safe mode.
If it does then you have a hardware problem and need to RMA it or go to a shop, unless you know how to disassemble your laptop to find the culprit. With a laptop not much can be done regarding hardware besides tests with software.

If in the boot options there is an option for diagnostics tests, run it as extensive as possible, it may identify hardware problems.
