Yes like I said above I ran sfc/scannow that is how I found there were corrupt files that could not be fixed. I will check with the other one. However since I did a total rest and it still has issues to me seems like a more serious problem. I should not have to keep doing a refresh or system restore all the time.

No, you shouldn't. Corruption after a recovery (factory reset) indicates the recovery image has problems to start with. Following the two links I posted should allow you to clean up the corruption, Once all is well, use Macrium to do an image backup to an external hard drive then forget about factory reset.
