Brink you are golden!
The only addition I made is to edit this Common Dialogue key:
[HKEY_LOCAL_MACHINE\Software\Wow6432Node\Classes\CLSID\{031E4825-7B94-4dc3-B131-E946B44C8DD5}] "SortOrderIndex"=54 to 42 (I think this varies from machine to machine or Windows version so YMMV)

This is the same edited value I have in:
[HKEY_CLASSES_ROOT\CLSID\{031E4825-7B94-4dc3-B131-E946B44C8DD5}] "SortOrderIndex"=42

File Explorer and Common Dialogues now look the same, the Libraries show above Computer!

Thanks again, aflat.

Hi, I ran the registry file to move "Libraries" above "This PC". Unfortunately, it had a side-effect of creating TWO "Libraries" entries in the navigation pane -- one of them above "This PC" (thankfully) and one of them below it. How do I remove the second one only? Right clicking a blank space and checking or unchecking "show libraries" adds or removes BOTH of them.

Thanks!

Hi energye, welcome;
Do you want Libraries up in Favorites-expandable?

Quick update: It seems that I only have one "Libraries" again, and it's directly below Favorites, where I wanted it. :) Sorry for the false alarm! Not sure why I had two "Libraries" in the navigation pane for a while. Glad it's fixed for whatever reason now.

Thanks for the registry file and for helping me move it below favorites!

Hello Energye, and welcome to Eight Forums.

No worries. It sounds like it didn't refresh properly to show only one. This is usually sorted by closing and reopening File Explorer. :)

Hello OneDrive, and welcome to Eight Forums.

See if doing step 8 to close and reopen File Explorer sorts it. If not, then restart the PC to see it may. :)

Hello Brink,
In my 64-bit Windows 8.1 I have tried to also change the SortOrderIndex value from 84 to 56 (in decimals) in
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Classes\CLSID\{031E4825-7B94-4dc3-B131-E946B44C8DD5}. However, this is not possible because the Administrators group is not allowed "Full control" of this key. Please explain how I can make this work.

Or else can you post a .reg file for moving Libraries above This PC in 64-bit Windows 8.1 like you did in http://www.eightforums.com/tutorials/28025-pc-add-remove-folders-windows-8-1-a.html

Thanks.

Hello NOS, and welcome to Eight Forums. :)

You would first need to change the owner of the {031E4825-7B94-4dc3-B131-E946B44C8DD5} key at the location you posted or the HKEY_CLASSES_ROOT\Wow6432Node\CLSID\{031E4825-7B94-4dc3-B131-E946B44C8DD5} location to be "Administrators". Afterwards, set permissions of this key to "Allow" "Administrators" "Full control". You should then be able to modify the "SortOrderIndex" DWORD.
