If the OP is using IE in Metro. Yes the graphics can be messed up. If viewing while in the desktop. They will appear normal.

Think of it this way. The signal going to your monitor is one way only, to the monitor. Other than IDing the monitor make and model there isn't anything going back to the PC. Plus the Video card has already converted the Data to what the monitor wants, VGA, DVI, HDMI etc. The snap shot is taken from the data being sent to the monitor, likely even before it goes to the video card. If it gets jumbled after that the screen shot won't show it. I've seen it many times, how come I can't see that line, blotch, etc in my screen shot, its on my monitor?

That reminds me of a case when a user complained that computer would not scan a picture while holding it in front of the screen for whole hour.

The issue is with DPI scaling. For any program that gives you blurry font, use the following steps:
Right-click on the program's icon -> Properties -> Compatibility -> "Disable display scaling on high
DPI settings".

Then close the program and restart.
