This issue of yours got pretty serious and it seems not even HP forum managed to get an answer yet...
Here are some steps that I have in mind for you, follow or not, in case you were missing something.
Some steps may be considered scary or too advanced to some users but sometimes it's the way it has to be done.
I my opinion older drivers got replaced by newer ones but the older settings and profiles remained. For instance if the manufacturer or someone decided to remove some options like the switchable graphics options (I can do that for Nvidia) then it will remain that way until the user cleans / resets settings to default. The driver installer should allow to reset settings to default but I'm not sure it applies to both Intel and AMD.
Try cleaning the profiles and settings yourself (see below). I hope they didn't include registry settings for graphic drivers: this usually doesn't happen and those get removed when uninstalling, left-overs are quite harmless.
I hope you know what
removing a driver entirely means: it means that when you refresh the driver's list or reboot the machine, the driver in question gets removed from the list and replaced by a generic one called something like "Microsoft Basic Display Adapter". Driver gets removed from system32's driverstore.
What happens if you remove the Intel graphic driver entirely?
I'm not sure; in my case it doesn't switch to Nvidia because Nvidia is "sleeping" just what your Radeon does... Intel is the main one but Nvidia or ATI should decide when to kick in: detecting 3D acceleration applications.
I hope you are not using Power Saver mode from the power options...
Balanced will do, as well as High Performance.
Removing all driver related stuff will ensure a clean profile with default setting, start over fresh.
The AMD one (people still call it ATI) has to be removed as well BUT with all previous settings in order to start with a fresh profile.
-remove the driver entirely (I've already said enough about this)
-remove the driver's software (Device Manager or Programs and Features)
-all AMD / ATI Radeon folders need to be removed in Program Files and Program Files (x86)
-check in "%userprofile%\AppData\Roaming" folder for any AMD graphics / Radeon related settings and remove the found folders or files.
-delete any remaining folders in C-drive that the older graphics installer may have created. (you locate them by name: drivers, ATI / AMD... the system drive shouldn't contain too much visible root folders... look carefully and don't delete anything if you're not sure.
Pay attention at the structure...
In this example drivers were extracted in the drivers folder, ATI and Nvidia can create their own, Intel stores some logs in their folder, mostly no drivers at all. Don't mess with the rest of the folders: with the exception that In both Program Files you can look for left-overs of graphics drivers and in the Users folder your user map will be the one mentioned previously in %userprofile% for specific extra settings.
This is a list of possibilities, some steps won't apply to you because there won't be any wanted files/folders there.
In the end you will be clean, using 2 MS Basic Display adapters* and it's time to install the graphic ones from the latest installers. Begin with Intel because it's the main one.
*It might be possible that you won't get back to MS basic display drivers because the system's driverstore may contain already Intel or ATI drivers, it's fine: continue from there, you've already cleaned up the settings folders and reset-ed all graphic settings; proceed with installing new drivers.
If you have zipped drivers extract them and install through Device Manager: it will install everything from drivers to their needed software, update services and context menu entries.
Intel working together with AMD, each with it's own graphic cards... hopefully it works well.
