Im at a loss, I see no reason for that fan not to be running.

Komusta! I would look for a replacement fan on eBay and replace it. Don't oil the fans as they are sealed and the oil really won't help. The last time I took apart a video card and cleaned it, the fan wouldn't turn because there was still water on it, but after I blew it dry with an air compressor, it started right up. Good luck!! Have some asso adobo and then see if it spins again!
