Hello Alt, and welcome to Eight Forums.
Do they continue to show after you hover over them until the next time you reboot?
You might see if rebuilding the icon cache may help.

hey Shawn!
It's working normal now again, after re installing windows 8.1 like 10 times in the past month thinking it was the applications i had that were causing it to do this, the icon cache rebuild command worked like a charm.
thanks a lot
keep up the good work around here !

Since this happens not long after a clean install, do you remember if it starts doing that after installing or doing anything specific?
Since this may be a graphics glitch, see if either installing the latest graphics driver or to uninstall and reinstall it may help.

Nope, installed only chrome.
I'll install the graphic managers and report back.
Oh by the way, do i need to install like .net framework or c++ x64?

Mine does that too. I've never really minded as I don't use shortcuts much and hate the little overlay anyways.

You would only need to install them if a program requires you to install a different version to be able run. Usually the program will let you know if you do when trying to install it.

Still no luck, re-installed windows again >_>
could it be because I uninstall the apps that windows pre loads on it?

No, that wouldn't cause that.
I suppose the latest graphics driver didn't help.
Does it do this immediately after doing a clean install?
If not, then test after each thing you do to see if it may have been the cause.

Drivers & Downloads | Dell US
So far I have intel management engine and chipset installed.
And If I remember correctly, doesn't windows 8.1 automatically fetch drivers?
Again, I apologize for being a noob

I too have noticed this problem today. I have installed the latest drivers from my manufacturer's website as well as the latest nVidia driver. Everytime I reboot the icon arrows are not appearing until I hover my mouse on them, kinda weird.. Anyone else has this?
