1) Please download: Autoruns for Windows and run as admin
2) Did you use local account or Microsoft account to log into Windows ? try to switch if it makes any difference.
3) If it does not work, can you create a new account and try to log in ?
4) Below is an attachment that I created the default screen using the video. in addition to the 2 files, explorer also created the cache files and put them in the folder explorer. If you want to try it, take ownership and copy them to the appropriated folders.
I assume that sfc /scannow does not have any more errors, am I correct ?

- Under Explorer Tab: disable all the Shell Extensions that are non Microsoft
- Under Internet Explorer: Disable all add-ons that are non Microsoft
