desktop wallpaper for all users windows 8

Is that the. Theme? there I double-clicked and then everything will come out. but now wants the theme as default for all existing users and users that are created. and I would also eg the Google homepage all users have that I do not need one for a change.


I want the layout of Windows 8 I have all set also transferred to new accounts created. I am using Windows 8.1, no PRO version! if you there registery files have or can make.
