You need to run the long test, unfortunately. The short test almost always passes.

Simrick, I think I managed to delete your post about DISM, but did you check the Sourses folder to see if you had an .esd file or a .wim file? For some reason, some people can't run the DISM operation. I have no clue why. But your problem seems to be the components store corruption. Unless we can determine how to repair it, you will end up having to do at least a repair install if not a clean install.

I think I managed to un-Delete your post.

There is a ton of Toshiba bloatware. I would get rid of anything not necessary. Wild Tangent games gave me fits on another machine I had. There is a lot of Adobe programs, 2 readers. Norton is a known cause of problems. Driver Magician?

Check the startup programs. Nothing needs to run at startup except the AV, which should be MSE, at least for a trial. Uninstall Norton and then use the Norton Removal Utility https://support.norton.com/sp/en/us/home/current/solutions/kb20080710133834EN_EndUserProfile_en_us .

I know a lot of people use it, but Apple Software causes some people a lot of problems.

BTW, I know you use it, but I use ESET Smart Security, when I installed Unchecky, ESET went crazy. I had to disable the AV just to install it. Then when I turned it back on, ESET immediately quarantined it. I did send it in for a submission so they will check it for a false positive.

I know you said that you removed Google Drive, But Google, Firefox, Apple and Norton and Adobe (if you let it run at startup) seem to cause a lot of background activity.

Okay I am running the long generic test now.

I have removed Bonjour, which I think has to do with networking. I had no app preventing me from shutting down this time.

The ESET on here is from an online scan done back in April. I will remove it.
The Norton is an anti-theft utility that came with the laptop. It has never been activated, so it's dormant.
I will remove WildTangent games.
Driver Magician Lite is a small utility I use to back up drivers on a machine when I am prepping it.
I will remove both Adobe readers and put the latest one on.

The AV is currently Widows Defender.

Everything is disabled at startup right now - everything except MS stuff.

Edit: Toshiba software - not sure what to do about that. Some of it is for their "softkeys", one is a software updater, which also includes graphics and BIOS updates, and I don't know about the rest. I just don't know how to evaluate it.

You can leave the ESET online scanner. It is just for doing the online scan, which is very good, incidentally. It may be a good idea to run it again.

What have you got there? Why do you get the message the the file is not a Microsoft file?

I downloaded the ms media creation tool for W8.1x64 "regular" do you think that I should be using a "single language" download instead? Could that be my problem?

I wouldn't think so, but I guess it could be worth a try. But, no matter what version you downloaded, it would have been a Microsoft file, I would think.

Simrick, try running this command again, Dism /Online /Cleanup-Image /StartComponentCleanup

If that fails, mount your ISO file and run Dism /Online /Cleanup-Image /StartComponentCleanup /Source:esd:E:\Sources\Install.esd:1 /limitaccess

Just make sure the path is correct.

OK, I just don't know why you have an .esd file with an ISO download for Windows 8.1. You would think it would be an install.wim. But, either one will work.
