Can't shut off *physical* keyboard key clicks
I just took delivery of a Dell XPS13 with touchscreen and Windows 8.1 Pro. This is the third such computer we have bought, so I know my problem isn't endemic to the XPS13.
Right out of the box it makes a particularly annoying click whenever a key is pressed on the physical keyboard. I can't find anything in Control Panel or on the web on how to change this. I do find plenty of information on how to turn off on-screen keyboard clicks but that doesn't help.

Are you certain that it isnt the keyboard itself making these clicks in the hardware?
Try going into the sound mixer in Windows by left clicking on your speaker icon in the taskbar, then clicking on the mixer link. Mute the slider that is labeled System Sounds and see if that helps.

If it's coming from the keyboard, not the speakers, there isn't anything you can do about it. Other than switching keyboards.

The keyboards of the XPS13 are a bit mushy and they can bottom out hard making a sound similar to mechanical switches of mechanical keyboards.
