Solved Can't Change Desktop Background

OOPS (again). Sorry I missed all that, I must have had my mind on a different issue...

I found the problem...and it seems really obvious now that I've found it.

I decided to do a clean install since I figured it wouldn't take long with my SSD and JustATest kept insisting I do so. While I was setting up Windows 8, I followed this guide to optimize my SSD:
The SSD Optimization Guide Ultimate Windows 8 (And Win7) Edition | The SSD Review

On the bottom of that guide's fifth page (step 12), it says to disable Windows Search. This was why the Personalization menu couldn't search for images in the picture locations. I found it this time because I followed JustATest's suggestion to keep checking the Personalization menu and I noticed it did this after I did the SSD tweaks. I've re-enabled the service now and all is well.

Brink and JustATest, thank you so much for not giving up on me. Thanks to you two, I stuck with the issue and found the solution.

That's great news Klaw. Thank you for posting back with your results and solution. Who would have thought that was the cause of the issue. :)

Bless you for posting this, I just ran into the same issue after migrating my Windows install from a spinning disk to an SSD and running the vendor's optimization. Your solution worked like a charm!
