If i either reset my pc or buy a new gc,will it fix the problem???
Coz so far there's no solution at all and i think that my gc is faulty

I told you already, we first need to test the GPU. If the tests indicate a problem, then you should do it. But, I'm suspecting your GPU too. You could test with a spare card if you have one.

Umm i dont know why and how but something fixed the problem a little
before, i get graphic issue even before windows load but today its works fine until windows load and the amount of horizontal lines now are low

Ok i did the drive verifer and i got BSOD : Driver irql not less or equal - klim6.sys which is a kaspersky driver
What should i dot next?

Your Huawei Modem Driver appears to be the cause. Please try using a different modem, and remove all software related to this one, and test your GPU. This is a symptom(lines...) of a GPU failure.
