On Windows 8.1 whenever I change the wallpaper from Personalisation,when I close the window,the wallppaper goes all black,though the wallpaper appears on the Desktop tile on the start screen. I know you can fix this by enabling Desktop Icons,but is there any permanent fixes for this bug?

Windows 10 TP Build 10041 also has this problem on my computer
On my old laptop(Lenovo Thinkpad Edge 11) the wallpaper also disappears

On another desktop I have vhd booted Windows 10 Build 10041 and the wallpaper also disappears
