Scam registry cleaner is what that program is, because defragmentation and optimization of the registry is never necessary and registry cleaning, defragmentation or optimization doesn't affect your pc performance.
Not to forget to mention, a registry cleaner may remove too much which could cause a pc to crash or give other performance problems.
If you'd like to clear the registry from errors, I advice to use
Ccleaner , but cleaning the registry should never be necessary.

When did the problem start?
You could try to use a backup created by Registry Recycler. I assume it removed too much.

yes I tried that, It did not work. After I turn off the pc and turn it back on I have to visit the firewall settings to get the apps to open

What are the name of the apps on your computer that don't run if Windows Firewall is turn-on?
If you can attach a screenshot that would be helpful.

Yes I do not see anything for the Windows 8 APPS in the troubleshooter in control panel. I see Run Programs made for a previous version of windows but none of the default win 8 apps on listed and that is all I need to use
I did find and try the windows 8 apps troubleshooter Download tool from this site and ran it ,
http://www.eightforums.com/tutorial...apps-troubleshooter-fix-apps-windows-8-a.html
it said it restored everything fixed everything blah blah but I still get the same problem
I believe the firewall is the problem not the apps

Thats why I mentioned the built-in troubleshoot program, I suspect there is a problem with the firewall.
Apologies for not being clear about that.

Are you using a 3rd party AV & Firewall?
If not and you do not want to lose your installed programs, you could try a repair install:

Yup, lucky you. I have personally never had good luck using a restore point. I just make sure I make a System Image at least once a month or before a major change.
