Why did I =just= get KB3038936, an August =2015= update

This update theoretically installs a new version of Defender for Windows 8.1, which is okay, but from August 2015?

What's goin' on?

Although this thread is over a year old, it went unanswered.
Today, I received the same update notice. This is insane as my version of Windows Defender is up to version 10;
Antimalware Client Version: 4.10.209.0
Engine Version: 1.1.15700.8
Antivirus definition: 1.287.803.0
Antispyware definition: 1.287.803.0
Network Inspection System Engine Version: 2.1.14600.4
Network Inspection System Definition Version: 119.0.0.0

Anyone have any idea as to why a 3 year old update would suddenly want to install - possibly again?

perhaps missing updated WD files that are needed from KB3038936 and were not all included in newer win8.1 rollups
since KB3038936 is simply a small update, I manually download & install it from the MS Update Catalog so that windows update won't have to offer it again
