Solved Win8.1 Watchdog?

So hopefully I put this in the right area, if not I apologize. So I have seen a new update in my optional ones and so I went to learn what it is, but this opened a can of worms.

The update Intel System some date version 11.0.0.1010. I went to the Microsoft site and searched and found it, downloaded it and opened the file. It is for the Intel Watchdog Timer. So looking around my device managers I could not find which item it will update based on the HardwareID. So first question, which item is this trying to update? I looked at all my System devices and could not find it.

Then I got to reading what this thing does and not sure what I am understanding the material. Some say it is fine to install, others who seem to be mostly overclocking say it is a problem. Question 2, I do not overclock my systems, but is this really OK to install?

Then I read about how this works with the BIOS. My system is a Z97 from AsRock and I was looking in the BIOS and nothing pops out at me that says "hey I work with the Watchdog Timer". Question 3, is there a common nomenclature in BIOS's that means this Watchdog thing?

Question 4 is just that I never adjusted my BIOS, I have had it for a few years and I never saw this update till now. I am already at the highest BIOS version (from a year ago) and never got this update offered before. So in the end I am just wanting to know more on this Watchdog Timer (asides from the reading of the Intel papers) from our prospective, any negatives installing this or just not do it? And to know what it actually updates or should I shut off something in my BIOS to make the update go away?
