There was an optional Windows Update today to remove GWX.

Someone mentioned online months ago that adding 'old' to the GWX folder stopped it from popping up messages, which is what I did and it seemed to work.

I have now installed the optional update to remove all trace of GWX, restarted, but the GWX folder is still there.

I'm thinking that because it had 'old' at the end of it, it was not removed?

I tried deleting the GWX folder, but I was denied permission to do so.

Apart from Linux, what other bootable CD could I use?

Try uninstalling KB3184143 then reboot. Rename the GWX folder back to what it was named originally when it first got created. Do a Windows Update and reinstall KB3184143 and reboot as required. Check to see if GWX folder is gone.

It still has not been removed and I still can't delete it myself.

You probably need to delete the GWX folder manually, and in order to do that you need to take ownership of the folder. Follow instructions including the optional Step 5. (see link below).
https://technet.microsoft.com/en-us/library/cc753659.aspx

Once done, go to the permissions tab on the advanced security settings and click change permissions then click Add and add your username and check the Full control box and click OK. Then check the Replace all child object permissions and click OK. Then click OK on the advanced security settings window and close the folder properties window. Now you can delete it.

In the end the easiest way I found to delete the folder was using 'LockHunter'.
