I'm assuming this is not meant as a means to illegally activate, so I'll attempt to explain the technical aspects.
The only IP address used in activation is that of a KMS server on a LAN. The PC being activated, IP is of no consequence.
So if you have a home PC with access to the LAN hosting the KMS server, you could activate that home PC.
KMS activation if offline and the number of activated PC's it has activated can only be checked by the network admin running a script on the KMS server.
