Windows Update error 0x80070bc9

Hi,

I have operating system 8.1. When installing Windows updates I get error 0x80070bc9.

The updates which are not installing are
- KB2962409
- KB2999226
- KB3035583
- KB3038936
- KB3132372
- KB3133431

I already did some Google search but nothing could help until now:

I run a Microsoft Fix-it tool (Microsoft Update diagnostic) https://support.microsoft.com/de-de/kb/971058. It repairs some errors every time but it does not help.

I installed a program for repairing of the registry (CCleaner) and succesfully run it.

I tried running DISM.exe /Online /Cleanup-Image /Restorehealth but it failed with error 3017. In the log I found:

Everytime I boot the computer it tries to install the updates. It reaches 35%, but after a while all changes are undone. Rebooting takes a lot of time in this way.

Does anyone can help me? Thanks alot!

Forgot: I also tried sfc /scannow. It says that some Windows repair is pending and that I need to restart. Windows. But this doesn't change anything.
