Windows Update permanently Disabled _8.1

I am not able to run Windows Update, because of ''administrator'' problem. See screen shot.

My Computer

System One

    win 8.1
    Computer type
    Laptop
    System Manufacturer/Model
    HP
Windows Update was disabled in Services. I put it to automatic under Properties.

Services/Services(local)/Windows Update/ right click Properties/ General/Startup type/Choose Automatic.
